Motion blur effect for Photoshop
I don't know anyone else who does it like this but I think it looks really great! (if I do say so myself ;) ) I'm going to start with this image of Britney

1) Paste the image into Photoshop and make sure you have all your palettes open, especially the layer one (Window > Workspace > Reset Palette Locations) Go to Layer > duplicate call it what you like

2) Select the bottom layer, go to Effects > Blur > Motion Blur I used 150, but use what you think looks good.

3) Click on the top layer, and click layer mask in the layer palette (looks like a box with a circle in)

4) Use the eraser tool with a soft brush, pretty large to gently erase out the background.  If you go wrong don't worry, select the paint brush tool using a soft brush and make sure the colour is white and it will restore areas.  Do this until you are happy with it.  Mine looks like this

You could also set the top layer to soft light if you wanted

That's it! looks pretty neat with blends
